This provides a head start on the growing season and produces fresh local </span><span style="font-size: medium;">potatoes weeks before traditional field-grown crops are ready for harvest. Throughout the growing process, each potato is carefully nurtured to peak quality. Next, we gently hand-harvest every potato; preserving the optimal appearance, texture, and </span><span style="font-size: medium;">quality of every potato we sell. Large-scale potato farms rely on mechanical harvesting equipment to dig their crops. While efficient, this process can cause cuts, bruises, gouges, and other damage.<br /><br /><strong><span style="color: #ff6600;">Naturally grown without Pesticides and Chemicals...</span></strong><br /></span></span><span style="font-size: medium; color: #000000;">Because most potatoes are root crops, and planted in the field, they are sensitive to soil diseases and are often treated with soil absorbed chemicals. Potatoes frequently rank among vegetables with the highest pesticide residue. The most common is a sprout inhibitor that is applied post-harvest. This sprout inhibitor has been detected on up to 90% of conventional potato samples. While permitted by the EPA in the U.S., it was banned by the EU in 2019 due to health and toxicity concerns.<br /><br /><strong><span style="color: #ff6600;">Just a better approach...</span></strong><br />Our 3 different container grown crops are planted using our own special formula of composted soil. <h1 style="text-align: center;"><strong><span style="color: #0000ff;">A Follow up Letter to the</span></strong><br /><strong><span style="color: #0000ff;">Snohomish County Council</span></strong></h1>
<p><span style="font-size: medium; color: #000000;">Dear Snohomish County Council,</span></p>
<p><span style="font-size: medium; color: #000000;">We recently communicated to our Flower World customer base the necessary steps we have taken to comply with the Judge&rsquo;s decision that Flower World is not an agricultural operation. It is clear that this decision was based on the fact that Flower World sells their agricultural products (plants grown by us on 200 acres of property and 12 acres of greenhouses) to retail customers. In addition, we were told we cannot have customers parking on the property. These facts were clearly confirmed by the Hearing Examiner and the Court even though Flower World&rsquo;s zoning for farm and Nursery is explicitly allowed under the Code. Regardless, the Court decided, with a straight face, that Flower World is not involved in an agricultural business. So, the question becomes what is considered agricultural activities and what other activities are incidental to that effort?</span></p>
<p><span style="font-size: medium; color: #000000;">If you, as a Council, agree with the Hearing Examiner and the Court&rsquo;s decision that Flower World is no longer an agricultural operation, then those same rules must be applied to all farms. This includes Nurseries, Strawberry, Hay, Vegetable, Pumpkin, Cut-flower, Xmas tree, and any other farm involved in Agri-tourism. As long as they are selling their product to the general public, they too are no longer classified as agriculture and become subject to the assessor&rsquo;s claim for 6 years back taxes and penalties. This court decision also means <span style="color: #0000ff;"><strong>ALL</strong></span> of these farms cannot operate in R-5 or Ag-10 zoning and that <span style="color: #0000ff;"><strong>ALL</strong></span> of these farms, selling to retail customers, are now considered to be a commercial retail store.</span></p>
<p><span style="font-size: medium; color: #000000;">Accepting the new rule that these farms are no longer involved in agriculture endangers the farms open space tax exemption. Not agriculture, no tax exemption. Period. The Assessor will be knocking on the door. Ironically, this Council went to bat two years ago on the State level, to make sure that Agri- tourism was a viable option to support farmers income. Now, as interpreted by Snohomish County Court and the County Code itself, the rug is pulled out from under that issue. A rule that had never existed for farms that grow or raise their own agricultural products. You must realize, as legislators, that any ambiguity in the code that negates anything accomplished in State Law should not be undermined by County Code.</span></p>
<p><span style="font-size: medium; color: #000000;">I clearly understand the separation of powers between the Council, as legislators, and the Executive and Judicial branch. However, the excuse of not being able to get involved is lame. Why, then, is there a Council representing us, the citizens, in the first place? By claiming this excuse, you conveniently bypass your responsibility to function as checks and balances. This does not mean you have to interfere with Court cases, but you definitely have the legislative power to pass laws that will clarify ambiguities in the County Code and stop roque attorneys from declaring war on local farmers. These same attorneys often make statements that are 180 degrees opposing Snohomish County Agricultural policies and are in direct conflict with the Snohomish County Executive Dave Somers Executive Order 18-02 titled <span style="color: #0000ff;"><strong>&ldquo;Advancing our policies for preserving and expanding the Agricultural economy of Snohomish County</strong> &ldquo;</span></span> </p>
<p><span style="font-size: medium; color: #000000;">Since the issue centers entirely on the definition of what agricultural activities actually are, I suggest you pass a simple ordinance to be codified as follows and is made an explicit part of the Land Disturbing Activities exemptions for Agriculture that are currently in the code.</span></p>
<p><span style="font-size: medium; color: #000000;">Amend SCC 30.91A.090 (definition of Agricultural activities)  and SCC 30.91F.120 (definition of what is a &ldquo;Farm") to include retail sales to the public and the parking of customer cars on private property as a necessary part of Agricultural activities, that take place when Agricultural Products, as defined in SCC 30.91A.105A, are being sold to the general public and are grown by the farmer.</span></p>
<p><span style="font-size: medium; color: #000000;">We have been encouraged by the great support of many who want to see Flower World continue to operate, and you have the ability to make it happen.</span></p>

<h1 style="text-align: center;"><span style="color: #0000ff;">The Future of Flower World<br /></span><span style="color: #0000ff; font-size: medium;">A letter from our President</span></h1>
<p><span style="font-size: medium; color: #000000;">To those of you who regularly visit Flower World in Maltby and who may be willing to help us preserve a local institution from the fate that has already claimed so many other farms and nurseries.</span></p>
<p><span style="font-size: medium; color: #000000;">Four years ago, Snohomish County began legal proceedings asserting that Flower World is no longer an agricultural operation&mdash;even though we grow approximately 95% of our crops on-site and have operated in the same manner for over 50 years. The Snohomish County Hearing Examiner ultimately ruled against us, comparing our business to Home Depot, rather than recognizing that we are a working agricultural business. We appealed this decision to the Snohomish County Superior Court, but the ruling was upheld. We are now appealing this decision to a higher level.</span></p>
<p><span style="font-size: medium; color: #000000;">The basis for the court's decision is that Flower World sells wholesale and directly to retail customers...like you. While this may sound unreasonable, and despite our arguments that many pumpkin farms, U-cut Christmas tree farms, and small nurseries operate in the same way, our position has not been recognized. We have reached out to the Snohomish County Council and the County Executive to express our concerns. To date we have received no response.</span></p>
<p><span style="font-size: medium; color: #000000;">This is not the first time we have faced such challenges. Six years ago, the County Health Department attempted to shut down The Produce Market across the street, claiming we needed a restaurant permit to operate. Our argument&mdash;that we are not a restaurant&mdash;was unsuccessful, and that decision was also upheld on appeal. The final outcome of this remains uncertain.</span></p>
<p><span style="font-size: medium; color: #000000;">Currently, Snohomish County, along with a neighboring industrial operator, is seeking to close our south entrance, claiming it is illegal. This, despite the fact that we legally obtained a permit to relocate the access point approximately 31 feet. Historically, Flower World has maintained the two access points to this dead-end street for the past 50 years.</span></p>
<p><span style="font-size: medium; color: #000000;">In response to these ongoing challenges, Flower World&rsquo;s Board of Directors has made the difficult decision to begin working with a land development firm to explore options that protect both the business and interests of our more than 40 employee-shareholders. We have asked this firm to collaborate with Snohomish County to identify viable paths forward. These options may include converting a portion of the property to industrial zoning or developing clustered residential housing. While this planning process could take up to three years, the uncertainty created by ongoing legal proceedings makes it necessary to explore all of our options now.</span></p>
<p><span style="font-size: medium; color: #000000;">Seven years ago, our Board committed to a plan of continuing Flower World&rsquo;s operations for at least the next 50 years&mdash;and that remains our goal today. However, four years of litigation with the County has created significant financial and operational strain.</span></p>
<p><span style="font-size: medium; color: #000000;">Given these circumstances, we have again asked for support and intervention from the Snohomish County Council. To date, the response has simply been silence. This leaves us facing a difficult and uncertain future.</span></p>
<p><span style="font-size: medium; color: #000000;">On a personal note, I served as President of the Snohomish Farm Bureau in 2001. During that time, the Bureau led a countywide citizen initiative known as the &ldquo;Right to Plow." Its purpose was to recognize that farm operations are fundamentally different from land development and should be granted appropriate exemptions for agricultural activities. The initiative passed with strong support&mdash;over 60% of voters&mdash;and it remains in effect today.</span></p>
<p><span style="font-size: medium; color: #000000;">As we have worked through each decision, we have found county regulators either do not fully understand the intent of this initiative or choose not to apply it. This, to the detriment of Flower World and many other farmers in Snohomish County.</span></p>
<p><span style="font-size: medium; color: #000000;">Throughout this entire process, we have not sought public assistance. Now, however, we believe the stakes extend far beyond our survival. Snohomish County is losing farms at an alarming rate&mdash;more than 15 each year&mdash;and many new farmers lack the financial resources or capacity to navigate and challenge complex bureaucratic systems.</span></p>
<p><span style="font-size: medium; color: #000000;">Included are the names and email addresses of the Snohomish County Council. If you are concerned about the decisions affecting Flower World and local farmers alike, and want to help, we ask that you reach out to the Council and ask, &ldquo;Are you going to remain silent and allow the end of farming in Snohomish County?"</span></p>

Since then, we have seen advertising gimmicks, by inexperienced growers, that manipulate the market to artificially increase prices. New varieties began showing up, at exorbitant prices, regardless of the cost of production&hellip;a real rip off. Another way online growers are taking advantage of consumers is by using AI produced pictures of wildly colored &ldquo;new" plants that do not even exist. This is a scam. Beware of shipping costs. Often the cost for shipping exceeds the value of the plant by as much as three times the price of the plant.</span></p>

This means unless you are buying your indoor foliage at Flower World you are paying too much. Typically, box stores truck plants up from Florida or California, adding 20% or more, to the price that you pay...<br />for the same locally grown plants.</span></p>

<p><span style="color: #000000; font-size: medium;">For all of us, a new year has begun. A time when we make resolutions and hope we can see them through to reality in the months to come. And, for many, it was not so long ago that we remember turning the calendar to an entirely new century and cautiously wondering what that might bring. What we couldn't envision was the start of the social media age &ndash; nor how that would change our way of human communication and interaction forever. In the year 2000 The Produce Market had yet to be established, nor had we conceptualized our 1,000-acre farm and our 5-star resort located in Belize. The entire property in Belize is powered by solar and hydro and is completely off the grid.</span></p>
<p><span style="font-size: medium; color: #000000;">Originally, we were slow to adapt to this new age of communication, partly because Flower World&rsquo;s focus has always been on a "world of flowers, plants, and a whole lot more". The argument can be made, however, that this age has fit nicely&hellip;65,000+ of you received this electronic message as members of our e-Club newsletter and many of you also follow us on Instagram and Facebook.</span><br /><br /><span style="font-size: medium; color: #000000;">Looking back at 2025, here are some of the year&rsquo;s highlights and challenges:</span></p>
<ul>
<li><span style="font-size: medium; color: #000000;">We sold more products for less money and saved our e-Club members over $500,000 as they continue to enjoy their additional 10% discount.</span></li>
<li><span style="font-size: medium; color: #000000;">More Flower World employees became partial company owners as they earned, and were awarded, more shares of Flower World&rsquo;s stock.</span></li>
<li><span style="color: #000000; font-size: medium;">We added a planting option to our already extremely popular delivery service. Now you can shop and we will make sure all the Flower World plants, trees, and shrubs you purchase are carefully and professionally planted for you. Our team of experts make sure that everything is right&hellip;guaranteed.</span></li>
<li><span style="color: #000000; font-size: medium;">Some of our new projects have seen significant delays. We think many of our customers would love the idea of adding &ldquo;a whole lot more" greenhouse-style restaurant. Our plans to use a barn and open a restaurant, near the wineries at our new south entrance, continues to meet permitting restrictions, red tape, and other governmental obstacles. Trying to simply connect to sewer (only 200 feet away) has proven to be a challenging hurdle we have yet to overcome. Time will tell when the County starts realizing the good ideas presented to them - finding ways to promote and help local businesses rather than over-regulate and block them.</span></li>
<li><span style="color: #000000; font-size: medium;">Like many of our friends and neighbors, we were impacted by the flooding in December. Our Marsh Road property, home to our sheep, where we grow much of our local fruit and produce, and where we are moving forward with many new and exciting "Spring Family" activities, was under 6+ feet of water for over 2 weeks. While we are still tallying damage costs, the cleanup is well underway, the animals are safe, and we are still expecting to meet our Spring opening goals.</span></li>

<p><span style="font-size: medium; color: #000000;">Looking forward to 2026, we have many ideas that will be focusing on<br />&ldquo;sharing a whole lot more".</span></p>
